when I try to change my personal photo it says: "Sorry, the board administrator has not enabled your permissions for this part of the control panel. " why is this happening!?

Administration hasn't allowed your group to upload personal photos. A reason I could think of is because it takes up space. It does not really do anything so you have nothing to worry about.

Instead of uploading onto FES upload onto image shack or photobucket and then put in the link, it's better that way.
