Not only does Armads have a completely epic custom animation in FE7 and that quite helpful +5 Def, but it's also a legendary dragon slaying axe of awesomeness that's been sealed away to keep people from basically destroying every soldier on the continent with it singlehandedly.
Wolf Berg's just kinda there for Walhart to swing around, there isn't much plot importance to it. 18 Mt is average for a legendary axe, I'd say.
Best legendary weapon? Armads is probably my favorite, but I'm leaning towards FE4 Balmung. Not to be confused with the drastically underpowered FEA weapon of the same name.
