I'm thinking that they didn't really have an actual release in mind; it was more of an experimental thing to figure out the direction to take the series in during the DS/Wii generation. IIRC Radiant Dawn didn't do so well in sales and had a fair amount of negative reception, to the point where Nintendo said "no more Fire Emblem for home consoles". I guess this can explain why the DS remakes were made: IS wanted to streamline the gameplay to widen the series' appeal, since Radiant Dawn was more difficult and complex than the previous games in the series.
