From my experience on this forum, planning and ideas are, unfortunately, dime a dozen. I wish you the best of luck but I think finding individuals to assist in a hack will be an uphill climb. Lots of us have projects (and in my case, very, very slow projects) which are in the works. There are much fewer "freelance" guys looking to hop into one compared to the guys who are working on one and are looking for assistance in areas they are less effective in.
I think the best way to approach this from your end would be to create an idea and try to build off it yourself. If you aren't already (I don't know your background in this seeing as this is your first post), familiarize yourself with the modding tools. Many years of work have luckily taken much of the hard coding away from you until you get into more gritty details and Nightmare and the built FE modules to work with it will hold your hand through much of the basic unit process. I would imagine when you've got a tangible prototype and concept in mind you might be able to start recruiting.
Again, hope you do real well and see your project through to the end. It's always great to see new individuals trying out the tools as rarely to two individuals end up using the same tools the same way. The same pieces make goofy hacks, others serious. Some make adventure and "visual novel" type Fire Emblems, others make ones to balance the mechanics.
