Ummm maybe?
If you say what you want to do, like a story or something then maybe you'll get really lucky and someone will help you. Chances are that no one will want to though (most of the time this happens :/ ) so it's better to learn how to do it yourself, which you would also need to do anyways so at least there's that XD. I recommend you read some of the tutorials that basically liter FE sites, Blazer's Ultimate Tutorial is probably the one you should read the most.
Then if you still want to hack you can start on your own, you'll either get people to help you then or finish the job yourself. Sad thing is most people don't have time to dedicate to someone else's project and even if they do they probably won't if they don't see it going anywhere.

Like Snow said, I'd probably be willing to help you with your hack (because I'm pretty new to this too, and have way too much free time) if you told me some details. But yes, definitely read the ultimate tutorial and download what you need, then come back and tell us the details of your hack!

Ok, I have some of the portraits done, but i need help with stuff like inserting the maps, tutorial killer, if you want, you could make your own char.
i can do text editing, but need someone to edit battle pallates for me
