Read guides and doc and look at existing. Heck, copy an existing one and edit it as you need it. It's so ridiculously easy.

My problem was I think maybe the same... I used GIMP to index it to 16 colors... used the color map and put it on the top right corner, afterwards I put it to RGB again since the Anmation inserter doesn't apparantly recognize my indexed PNGs...
Edit: Never mind... it does accept my indexed images... Problem is when I used my inital package without the palette on the top right... I kept getting the "image has a different palette" pop-up...
Maybe that might help?

How in the heck does making the 8x2 pixel palette indicator on the top right corner make it too many tiles?

I have you to thank actually... Now I know to check my script thoroughly from now on... caused me A LOT of frustration... XD
As it has been said... to prevent that "has a different palette" BS from popping up on the editor... you have to take ALL of the color from every image you're using and arrange them on the top right corner of every image in a 8x2 pixel set with the very top right pixel being the same color as the background...
That means putting that on EVERY image you're using... Taking EVERY color into the palette, even if some frames don't use all the colors...
