Mother of god chapter 21 of Fe6 is one of the most annoying chapters I've had to restart. Wyverns coming out of every orifice and getting all up in your grill. Just when you think you're safe another comes out and spikes Zeiss/Fa/Hugh/Lilina/Ray/Percival/Roy/Ellen/Niime/Lance/Rutger/Dieck/Eliwood/Marth/Shiida/Cordelia/Zephiel/Roy again in the face

The reinforcements are just so tempermental and only spawn when you get past certain points of the map that I become so wary of what's going to fly out at me.
And then Gale appears. Piss off Gale. or atleast join me.

If memory serves, FE6 as a whole has enemies that appear before you get the chance to react.
Such is the stuff of stupidity to me.
Even Extra Credits agrees...they made a point of slamming that aspect heavily while they raved about the rest of Awakening in their When Difficult is Fun episode. And I agree. Laurent's map on higher difficulties is rage inducing because I don't want to learn enemy spawn patterns; I want to play the game tactically, not cheating by memorizing enemy positions.
Listen to the whole thing. FE:A gets a mention at 3:48. It's probably my biggest complaint about playing anything above normal.
That desert chapter is just the most egregious example because the enemy spawns tended to be Falcoknights who could move far enough to hit anyone on the map.

For intentionally insane difficulties (Lunatic+), I understand. For standard played ones though like Hard...WTF?

I know there's this one FE7 chapter where reinforcements literally just appear out of thin air (not even from the edges of the map or anything, they just pop out of the ground with no SFX or anything) and I think Walhart's chapter had that too in FE13 but that has the zombie excuse if nothing else

EC talked about both. I can see how that could be frustrating if you're not sure about the game. I'm not bothered by that, but it's only because I'm familiar with the game mechanics.
The FE7 one you're thinking of, I think, is Cog of Destiny. That one at least is pretty well flagged in that the enemies aren't close enough to reach you in one turn and screw up your plan. Then you know to advance slowly.

In the rest of the chapters, yeah, units spawn out of every hole on the map going at the start of the enemy turn to ruin your day.
It's a strange design decision, it didn't make the game significantly more difficult, those reinforcements are strong enough in their own rights anyway, it just made the game more infuriating as you can have perfectly planned out everything and then suddenly a cavalier spawns and spikes your healer in the face.
I haven't played enough of Awakening to notice the amount of enemy turn spawning reinforcements...

I agree with what everyone said here about them- Lunatic/+ they're fine, but hard, not so much.
However, at least in Awakening, you get a little hint of warning in some chapters about where they're going to turn up and when.
