I have a feeling they will release FE13 in America because they're trying to get the 3DS to be a more popular game system ( at least that's what I'm seeing, what with the drastic price drop)
So if you take a look at all the games they're releasing they have quite a broad variety for a new system, and I was surprised to see a FE game so soon but if Nintendo wants to get a good source of income for their system and FE13 they will most likely have the brains to ship it over here.
I could be wrong, but I hope I'm not~!

yeah and there aren't too many games of the bigger-name Nintendo releases like Metroid Mario Kirby Zelda Starfox etc. (just Ocarina of Time and Starfox 64 are actually out so far) and while Fire Emblem isn't as big as those it's still a pretty big and somewhat well-known series so it's only fair that it's added to the display of 3DS games in both Japan and NA
though of course there's all the logic behind them localizing FE12 and we still haven't heard about that so *shrug* Nintendo doesn't always follow logic.
3DS is great but people are skeptical especially because of the reviews. It's freaking amazing IMO. It's like a bundle of joy. So eventually there should be a bigger 3DS hype once some more games come out and people become more open to it and more people have it (i.e. if your friend has it and you play it off of your friend you get to experience the awesomeness yourself so if more people have it the # of people who get to experience it and like it increases exponentially)
man I'm just ranting whatever the hell comes off the top of my mind I don't even think i'm making any sense
EDIT: Oh and regarding the supports thing maybe it'd be like C has 33% chance of combo attacking, B has 67% chance, and A has 100% chance. Thus it wouldn't happen everytime but it'd happen depending on the strength of the relationship.
Also I don't think there will be 2v2's I think there will be 2v1's and 1v2's if you get my drift, allies will be able to team against enemies and vice-versa but I don't think there will be 2v2's, I think that'd just get too complex and maybe even hurt things

I could see 2v2's happening, but then I think it would be two player units attacking one of the enemies and two enemies attacking one of the player units as opposed to four units all taking hits.

Aye, but why not just have A v C and B v C and then C v A and D v A for example (where A-B is a team and C-D is a team)? I guess we'll have to see just what kind of bonuses there are involved in these duo battles...
