I'll go into Leon later. But here's my opinion on these characters.
Arthur - Useable as soon as you get him in chapter 5 and is useable through out the entirety of Siegfried's mode. Arthur has 6 chapters of use and then disappears until chapter 21. Also he's the only other light caster in the game. But he will see use but isn't worth training sadly.
Risk - Appears in chapter 21 too. He's a Pre-Promote and comes with the Immortal Sword if promoted. This can be acquired in a much later chapter if you miss recruiting Risk (why would you?) He makes a good substitute unit.
Corben - Useable in chapter 2 - 10. And then useable from 15ish onwards. He's average. This doesn't make him awful and his useability in general is pretty good.
Yue - The First Dark Magic user we get. But ultimately, I feel Rana is better, however Rana comes in during a rough chapter. He has the same problem as Sai. But I feel more inclined to give Yue a shot because he comes with an amulet. Also, he has the potential to use the Munio tome, for this alone I feel he's going to be above Sai just because Munio is amazing.
Sai - The second true axe user we get. And he comes in late. For some reason Sai is much more disliked in that he's something that people want and he ends up being well, very disliked for being hard to use. There's not only this factor but the fact that Gary exist. And Gary is always going to be excellent. Additionally the only thing he comes with that seems remotely useful is a Dragon Axe.
I've heard he turns out just like Gary if you invest hard into him but it takes a lot of work to even get that far. Also by that point your choosing which units you want to use.
Rachel - The chapters of useability. However she does come with Phosphora, a bow which grants +3 speed. However she has 1 support.
Howard - Is an antagonist through out most of the game but is recruitable. Over all he isn't very useable and comes in the same chapter as Yue and Sai. However, if you're doing poorly he makes an okay unit to substitute.
However, Howard has a few advantages. First off, Howard can use all three weapons in the weapon triangle. Howard also has maneuverability which is valuable.
As a bonus, I feel like there's some incentive to use Howard due to build up.
You know. In general, Chapter 21 is SHIT for recruitment. Everyone you get is ugh.
So let's see. My verdict.
Corben shouldn't really be a candidate.
Risk comes with an unbreakable sword and makes an okay substitute I think. But yeah, he is rather mediocre.
Howard has maneuverability and utility and I think this places him above at least a few on this list.
Arthur has some early game use at least but falls off, so this means he will at the very least get used.
Yue is a candidate for Munio which is worth using. But does have competition in the form of Rana.
Sai is a low blow to the players and is hard to build up for useability. But can be good from what I understand. However. There is Gary.
Rachel has three chapters of useability but is fully useable for all of those chapters. She also comes with the S ranked bow. Granted she also has 1 support.
If I were to place these characters in order from best to worst.
Corben - Useability, Average, Consistent. Why is he a candidate?
Arthur - Early useability, has potential to be good when returns if babied early.
Howard - Utility, Maneuverability, In-Game Build Up Counts.
Yue - Munio Use, Trainable due to the nature of his class.
Risk - Mediocre, Substitute Potential, Comes with Cool Stuff.
Rachel - Three Chapters of Use where she can actually be used with little difficulty. Comes with an S ranked bow. Has some build up. Her class has worthwhile bows to use. Good if you for some reason want a Sniper and didn't train Zach.
Sai - Low-Blow to those who want Axe Users. Hard to use in the chapter he's gained in due to his stats and what his class requires and the fact his chapters are hard. Has to compete with MOTHER ****ING GARY. Doesn't come with anything special.
