Splicing and Spriting questions.

I've been looking around here and I still have this following questions:
1. In order to splice, I only need MS paint and FE mugshots?
2. What about sprites?

I do full customs using MS Paint, but I use things like Usenti or Photoshop to check colours after I'm done.

Thanks for the quick answer. I just thought I'll have a tough time splicing hoods instead of hair, and that you guys use other programs for that...not that I tried yet. I'm currently away from home. Wonder if I could do it with Magnetic Lasso from photoshop...
